What you should be looking for in a developer if you want to fix your database:

1 - Can the developer look at my database and quickly ascertain what's going on?  That is, is the database normallized, are naming conventions enforced?  Was the database created by someone new to Access?

2 - Can the developer help me make the strategic decision to A) Add onto current database, B) Fix data structure and live with the rest of the database and make desired changes, or C) Scrap the database and build a new one.

3 - Will the developer provide me a free, fixed price quote detailing what is to be done on a line item basis to help me make my decision easier?

4 - Can the developer earn my trust so I feel comfortable that they know what they're doing, will come in on budget and on time, and make me look good?

2 - Does the developer advise me on pros/cons of a variety of features?  They should keep me in the decision making loop.

3 - Do I feel comfortable that the developer will consider my changes a priority among their other projects.  And do they have the know-how to get the job done?

Look for the following in a developer that converts spreadsheets to databases:

1 - Thorough understanding of spreadsheets and what their good for.  You don't want to turn Access into a spreadsheet application!

2 - If your spreadsheet heavily uses pivot tables, then your developer better have a great knowledge of A) Crosstab Queries, B) Building reports on the fly for Crosstab Queries, C) Creating and Automating SQL statement actions queries (built on the fly in code)

3 - If your spreadsheet has charts (and what great spreadsheet doesn't!), your developer needs to know how to recreate (or import!) those charts into the database.

4 - Make sure you feel comfortable that the developer is giving you professional guidance on WHY database functionality will improve your spreadsheet application.
